Coordination and Administration

We assist our clients with the coordination and administration of grant activities, including communications with attorneys, regulatory agencies, and contractors; preparation of grant applications and amendments; development and administration of necessary policies and procedures; and assisting in responses to stakeholders and regulatory agencies.

Start to Finish Grant Involvement

Team members handle every aspect of Financial Management, Procurement, and Construction/Contractor Compliance for an active grant from application to closeout, including grant-writing and submission, implementing policies and procedures, and overseeing financial controls. We also oversee monthly, quarterly, semi-annual, and annual reporting requirements, recordkeeping requirements, monitoring, procurement, requests for cash, changes to grant agreements and budget modifications, project closeout, and audits. We also work to educate contractors and clients on compliance with the applicable state and federal regulations and laws, including the applicable procurement guidelines, MBE/WBE solicitation and outreach, coordination of pre-construction conferences, and the development of the pre-construction manual for contractors.

Direct Contractor Communications

R3 works directly with contractors to ensure compliance with Labor Standards and other applicable federal requirements during the implementation of the project. This includes recordkeeping and monitoring for compliance with the Davis-Bacon and related acts, Fair Labors Standard Act, Copeland Act, and Contract Work Hours and Safety Standards Act. Among other things, this requires the detailed review of weekly payrolls for Contractors and Sub-Contractors, detailed recordkeeping, and coordinating resolutions for non-compliance.

QUALITY ASSURANCE AND TECHNICAL PROCEDURES

We encourage grant recipients to utilize the monitoring tools of the grantor. This typically provides the most comprehensive quality control for compliance purposes. If the grantor agency lacks monitoring tools and checklists, the team prepares a monitoring outline and checklists based on the applicable regulations and guidance. These will naturally change as the grant program evolves, and the team will educate the grantee and contractors alike as necessary when changes occur.
