HOW WE MANAGE THE RECOVERY FUNDING PROCESS

  • Meet with local officials to fully understand the needs and goals of the City 
  • Work with City to develop a project framework based upon a needs assessment 
  • Advise the City about the parameters of the grant program, eligibility and available funding 
  • Review project information, background data and other information available to develop a complete application for the City’s grant requests 
  • Provide recommendations on content and approach in the application 
  • Advise the City on leveraging of funds (if necessary) 
  • Identify any needs for application enhancement or backup documentation 
  • Write complete grant applications for City comment and use in requesting grant funds 
  • Provide technical assistance to City staff in follow-up to the application submittal 
  • Run required notices and hold any necessary public hearings and comment periods to allow the citizens to provide feedback during the application development stage and beyond 
  • Notify Minority and Women-Owned Business Enterprises of potential opportunities 
  • Represent City and attend meetings with local, state, and federal officials and or other agencies as may be necessary on behalf of the City 
  • Assist in procuring any necessary service providers to expedite the project with qualified firms and individuals specific to the project needs 
  • Coordinate complete environmental review obtaining environmental clearance from proper agencies for the projects in application
  • Assist in procuring qualified contractors for construction services and coordinate pre-construction conference 
  • Provide complete labor standards compliance/ Davis Bacon record keeping requirements, Fair Labor Standards Act, Copeland Act, Contract Work Hours and Safety Standards Act compliance

  • Provide assistance and oversight to facilitate and ensure appropriate progress and grant funding through requests for cash and budget/contract modifications 
  • Provide reports and technical assistance, record keeping, and up-to-date project accounting

  • Coordinate audits with local and state agencies to ensure proper recordkeeping and record retention including records necessary for national objective compliance
